There is only one Goodyear tire that has impressed me, and it's on the wife's pickup. A lot of tires channel water very well without the name aqua-xxxx. It's just marketing. If you're looking for an all-season tire, the best I've heard right now is the Dunlop SP5000. BFG KDWS is also good.
As for speed ratings, it means a whole lot more than how fast you go. I bought H rated (<129mph) tires just once in my life. Totally changed the car to a soft, cushy family sedan ride. The car was speed limited to 110mph so you'd think it was a fine match. Higher speed ratings mean stiffer sidewalls for better performance, even if you never drive more than 70mph. You'll have the control to handle the car at that speed, not let the tire roll over and scream in protest.
