Honkeytonk Monkey tried to get a 1-star rating a while ago. But people kept giving him 5's (because of his hilarious stories)! So he's stuck at a 3 now too.
He was purposely being as mean as possible, but people thought he was joking and kept raising his rating. I think he and el contouro were having a competition to see who got the lowest rating.
