This weekend I worked up some courage and cut my fender lips back with a pair of tin snips (metal shears). I didn't have to trim the entire way around, just where the rear bumper seam joins the fender. It took a while but it was reasonably clean and unnoticeable from the outside. I tested it out on our horrible PA roads and the rub has been banished from my car. Tools needed: tin snips and a metal file. Nothing to it really.
