OBD-II is a specification. It stands for OnBoard Diagnostics and is standard on U.S. vehicles from 1996 onward (and some pre-1996 cars). It is the second version of the spec, w/ OBD-I being the first, and OBD-III coming eventually.
If you have a specific product that you are having a problem with, then I would try to contact the manufacturer of that product. They will know the product better than anyone.
You can try to post a reply here with all of the pertinent info (product name, version #, O/S, etc.), but I am not sure if anyone will be able to help. I guess it won't hurt to try.
