It looks like the San Fran Region does this for a good reason:
Due to the huge number of entrants we have been attracting to our events, it was decided last year to limit entrants to SCCA members holding membership cards or FAXed proof of membership. This means unfortunately that you can no longer show up cold and run the same day. If you show up, you can walk the course, get a ride with another competitor, and discuss the sport with participants.
Most other small regions take non members.
