I'm sure that rule was made to prohibit UDP's.
The rule was to also stop lightweight pulleys of the same ratio. The only way the DMD would be legal in stock class competition is
IF Ford said the DMD was the new replacement part for the original SMD with the new part number listed as the correct one to use. Hope this helps.
