The new wording is intended to define more precisely what the old rule meant. Further down in the bulletin it says "Swaps involving makes related only at a corporate level (e.g. Ford/Volvo [...]) are not recognized as equivalents." And further down: "the Eagle Talon, available originally with either a Mitsubishi or Chrysler engine, may use any motor from Chrysler or Mitsubishi." (My emphasis.)

This means the Contour could take any Ford engine, if you can make it fit.
