I had to replace my bumper when a truck rearended the Tour. The bumper is strictly cosmetic. Under the bumper is a black piece that runs the entire length of the cosmetic piece. The black piece could be removed and reinstalled since it is only held on my a couple of metal clips.
FWIW the entire bumper is held on by 2 U bolts and 4 screws. No wonder the bumper sags.
