I've read up on that
website linked above before when I was looking to get tints. Basically it says that the law does not have an official limit on tint in pennsylvania but cops will pull you over for it anyway. It also goes on to explain that it doesn't matter what the law says because the judge can decide in favor of the cop anyway. I find the whole thing completely retarded unless the kid is driving with 5% tint all around because all of the factory tints are way less than 70% anyway and if you look at the tint law for other states they are nowhere near 70%
