Like I said the tint law is vague..I can view the inside of my vehicle. BTW a figure of 70% is never mentioned in the Statute(not the same as a law)
Irregardless, the State College/Altoona area State Police are more stringent in my experiece on tint.

As far as state inspection for emissions equipment it is most definitely checked to see if its present(Visual Inspection) I know because I've worked in a shop(outside the sniffer test areas) that inspects although not a licensed inpection person, I know the proceedure and what is and isn't checked, BTW its my family's shop. Maybe not all shops check perhaps we were special
But yes, most shops won't "see" a thing wrong with headers etc... BTW Allentown has emissions testing because I bought my van(non commercial) from a guy there, and it had its emissions sticker. Either way i wouldn't worry too much state college is most definetely not an area with sniffer tests.
