Not quite, and no. Emissions is required in Allegheny, Beaver, Bucks, Chester, Delaware, Montgomery, Philadelphia, Washington, and Westmoreland counties (Philly and Pitt areas only). The annual safety I/M inspection DOES NOT look for emissions equipment, just during the emissions test when required in those counties. (Yeah, it surprised me at first as well, but I looked up the law and the regualr inspection makes NO mention of cats, etc. All you rural guys can go out and buy all the headers you want.) The only exhaust requirement in the regular inspection is no leaks and exits at the appropriate location with mufflers, blah blah. Found that HERE .

All this may be besides the point. Unless your wife is required to register the car in PA, there will be no inspection. Registration is independant from licensing, so she might be OK. I'd call PennDOT and ask myself. I couldn't find anything on their website really, besides saying the new residents must get a DL within 60 days of residing in PA. PennDOT can be reached at 717-391-6190 (out of state). Basically, if you can keep your TN registration you will be fine.

As far as tint goes, she is going to get problems. The PA law on tint reads "No person may operate ...", so TN registration or not, that tint violates PA law. Read up on it HERE . Long and short: PA only allows 70% tint. frown You can be sure that the local podunk police will get all bent about the tint (what else do they have to do?).
