Tint, yea there is a tint law in PA, its very vague, but mirrored tint will always get more attention than a smoke tint. BTW tint is not part of vehicle inspection
Emissions, Most large Metro areas in PA have sniffer tests, Philly, Harrisburg, Allentown, Pittsburg for sure.. other "rural" areas do not have sniffer tests, but regular vehicle inspection does take a look at your emissions devices(Cats, and pipes)
