The cooling fan on my computer has more power than that.

Those fans only develope .1-.4 inches of water pressure. 12 inches of water is 0.43 PSI. 1 inch of water is about 0.036 PSI. A fan like that might make .3 at 0 CFM. At 240 CFM it is near zero pressure. The 5 amps it draws (causing an alternator drag increase) will exceed the miniscule gain it causes (If any) for a net loss in HP.
