No. Have you ever used a bench-top grinder? It's motor works just as much when you shove a 0.25" rod into the grinding wheel as it does when you force a huge block into the wheel with the same pressure. Yeah, the .25" rod wears down a hell of a lot quicker, but it generates the same friction at the same force. It's the same principle. While a 1x1" brake pad could theoretically stop with the same power, most of us don't want to change our brake pads every week. The modulation will also be horrible, even though the force to lock up the wheels is there.

All your arguement was brought up by me when I was arguing with my friend. And after I got time to think about it, I found out that I was actually wrong on the part that cross-drilled rotors has less stopping power... My friend has posted anyway, so I don't really need to say more than what he had.

But the reason you can't use 1"x1" pads is because they're going to be burnt up or broken before they can slow a car down. And the reason tires are different is because they are elastic or deformable bodies. Their coefficient of drag is not constant like brake pads.
