It the ABS Wheel sensors are cracked, water can penetrate the sensor and cause it to either short or give a false reading, hence your ABS light.
I replaced a Right Front ABS sensor back in the summer, right after taking the car through the car wash.
As far as the Brake Lamps, there is a Central Junction Box located under the dashboard, on the driver's side, just above your left foot.
Please check the #24 fuse, or at least Fuse #F24 in the Ford Manual.
This is the fuse for the Brake Circuit.
If this fuse is blown your Signals will still work, but not the Brake Lamps.
Also Check Fuses 33 & 35.
These are between the Brake Switch and the rear lamps.
