Perry got it right. They are brake wear sensors and are used on some Cougars and some Mondeos. When the brake pads are thin enough the imbeded sensors create a ground circuit to the rotor and turn on a dash light. If you purchase pads with the sensors and your car is not equipped, just cut off the wires at the edge of the pad.
