I would say from scanning the law that it does not include "any" aftermarket exhaust. It just includes the ones that make your exhaust louder than stock. Unfortunately, most exhaust systems that increase performance are also louder than stock.
If this law were followed, all cars with fart cans would be pulled over and ticketed. I just don't see that happening.
