I spent a bunch of time looking over Wakeda's website. They seem to be the better of the two you posted.
I know they say max of 2 adults per site and $5 for each additional adult with a max of 4 adults per site. If you figure it out thats about $35 per night, and split that between 4 people and its less than $10 per person per night.
I think that when they say max of 4 adults per site they mean 4 adults sleeping at a site. If there's say, 15 of us and we all want to hang out at one site until we get to fires out time or whatever, I don't think that there will be a problem as long as not more than 4 adults are sleeping at one site.
But I think thats a good question to ask. I doubt that they are saying no more than 4 adults at a site at any time becasue thats just asanine.
Remember, these are family campgrounds, and I'm sure these regulations are set to prevent loud, obnoxious, drunken parties from going on. As long as we behave and don't get loud and roudy I think everything will be fine.
