If it's dirty then it might need to be changed. But i don't think moderately dirty filter affect that much on gas mileage. Your gas mileage seems a lot lower than normal. How's your coolant temperature reading? If it's on lower side you might need to change thermostat - if it's stuck open then it gives ECU wrong signal telling the engine temp is low, causing the fuel mixture stay rich. If it's not your problem, may be some minor tune-up? (spark plugs, wire, throttle body cleaning) I found out even relatively new engine can have gummed up throttlebody due to the EGR.
My suggestion may not be sufficient...i am sure someone will give more feedback.
