On the 1995 EEC-IV PCM, there is a pin that is unused in the US version that is what the economy/sport switch is connected to.
I doubt that the software to support it is in the '95 PCM, let alone the 96-newer EEC-V PCMs.
Not that you could even find out, since the design of the EEC-IV connector on the '95 makes it difficult, if not impossible, to add female terminals.
At best you'd have to do some drilling...
