NO. SVT Does not have a speed governor (other than the laws of physics). Rev limiter, yes. A chip can raise that, depending on your PCM code. Without a Dual Mode Damper, I wouldn't go too much higher than 7k RPM personally.
20-25 extra hp from an SVT will take extensive modifications. There aren't too many cars with a higher specific output (hp/L) than the SVT, meaning it's tuned quite well from the factory. IIRC, the highest hp from a N/A 2.5L is in the ~185 fwhp range, which is about where your extra 20 - 25 hp would put you.
