Update:
First off this is the dealer's second round of fixing the problem. Last fall the car acted up and the dealer replaced the IAC and reflashed the PCM. This worked for about 6 months (5 000km). The car began to idle hih this spring with the odd throttle stick at about 4000rpm. I took the car in and they disconnected the power while they ran some test. The car ran fine for the past week. They still went ahead and ordered a throttle hang fix kit from Ford and installed it today. I wasn't able to quiz any knowledgeable service people as to what the kit contained so I will just go from my work order.
Here are the details:
Order SOP kit
Install connector for throttle position sensor. Perform EEC test and monitor PIDS, idle seems ok at this time.
12650D EEC (quick test) - diagnosis - L
12650D45 Pin Point Test - diagnosis- L

I think the jargon is just for internal coding but what I take from all of this is that they changed/upgrade a wire(s) connecting to the Throttle Position Sensor. All was OK on the drive home.
