ouch, bummer frown at least if you claim this you can get your hood fixed too prolly and kill two birds.. how bad is the scort and do ya have to pay for it? good luck with that crap, I know how aggrivating it feels mad

it's like my e-brake is still pulled a little. dont know what is going on.

When I worked as a mechanic a couple years ago I saw this problem a few times on different cars. Most likely your parking brake cable is binding somewhere or otherwise sticking, so in essence, your e-brake is always applied a little. I'll admit the cars I saw it on were all automatics and the parking brake was hardly used, rust had done it's thing in those cases. With yours I'd guess it's more likely to just be binding somewhere. HTH.
