The mil eliminators are made to trick the computer to think the pre cats are properly functioning. The upper o2 sensor will send a reading (a measure of resistance I think) to the computer then the lower o2 sensor will send another reading to the computer. These two reads should show a change, meaning the pre cat is functioning properly. All the mil eliminators do is alter the signal sent to simulate a working pre cat.
