I don't know about NY, but Massachusetts doesn't allow temp paper licenses as actual beverage ID. I got my new license on my 21st birthday (the first day they switch from vertical to horizontal; I would have gotten it earlier otherwise). I was allowed to purchase alcohol on my old ID that day, but then had to wait a week and a half for my new plastic ID to come in to do anything more. So technically I had two IDs (a days-old expired plastic one and a valid paper one) that were both unacceptable.
At least that's what State Liquors told me .. heh .. I never did try anywhere else.
