Since many people with aftermarket wheels (being 18") also have altered suspensions, they have messed up alignments that can wear tires out quicker. No tire place wants to go through the trouble of proving it's the alignment rather than the tires. And of course with modified cars, you have many people racing em. So yes, it's normal. As large wheels and low profile tires become more common place on stock vehicles, I'd expect more tires to come with treadwear warranties.

I'd probably go with 225/40. If the offset is alright, you shouldn't have problems with rubbing, even when you lower it. If the offset has them a bit out to the fenders, then you may have to roll the fenders (in my case, I cut the fenders).
