nah, it isnt like that this time... there is just something different about it... I guess its the way people have been treating me lately, im kind of fed up with it. Plans are constantly getting canceled. The things I used to look forward too I just cant anymore, because every time Im at work saying to myself "Aww I cant wait till after work, I get to hang out with *insert name* its gonna be friggan sweet" 5 oclock comes, I get home, call my friend "Ohh, im sorry... I forgot that I had to go to the mall with my mom today... sorry."
Or the most recent... I had a friend over last week, a female one that im quite fond of... she had never seen the movie "Clerks" and was really interested, so I invited her over, we watched it and she really enjoyed it... Since she was the only person I had known who hadnt seen the new one yet I invited her to go with me sometime this week to go and see it, she showed excitement towards it... This girl is not the type to break plans with someone... so I call her yesterday after work "hey, do you want to see clerks 2 tonight around 7:25?"
her:"Oh, I saw that this weekend with my friend while I was in ohio... I just couldnt waitto see it... Im sorry" me:"oh... thats fine.. I guess maybe another time then..." the conversation pretty much consisted of that. Im tired of that kind of crap, maybe thats the reason why I have lost interest in doing anything. I mean, how damn hard is it to keep plans with someone? EVERY time I make plans with someone I make sure to remember and remind myself all day of it, it feels good to have something to look forward too after getting out of work.
Another example, last night after my plans fell though I really had nothing to do or nobody to talk to, so I called my good fiend stephanie (whom is one of my other close friend's girlfriend) her and I have some interesting phone conversations and occasionally hang out when she has the free time. I call her and after a few minutes on the phone "hey, my mom needs some help with something... can I call you back in like, 2 minutes?" me: "yeah, sure thats no problem" ...Never get a call back.
People who are fans of dane cook will know what im talking about here... You guys know that skit when he is talking about "there is always that guy/girl in that group of friends that nobody likes?" It feels like that, I mean, im sure its not true because people seem pretty excited to see me, but it just seems like when parties are planed or group outtings are planed, im the last person they call.
Yeah, this part was basically a rant... sorry for the complaining, but I needed to let it out...

yeah some people can really suck when it comes to time management.
Some of your examples though seem to me like there's two sides to the story. The girl that said she'd call back in two minutes. Maybe her mom needed more help than 2 minute's worth. Or maybe they got so busy, she forgot. That's not such a bad thing. If you really needed to talk to her so bad, you could have called after a half hour or so and gotten the story.
You never made a set date/time for the Clerks 2 girl, so that's not all her fault. If you had more definite plans with her, I could see getting a bit more upset.
I'm not saying you're not justified in how you're feeling, though, so don't get me wrong there. If it's really an issue for you, and they're really your friends, then you should talk to them about how they're making you feel when they treat you like that.
You should probably also work on lowering your expectations. Things happen, not everything can work exactly as planned all the time, so you can't let it get you down too much. Yeah it's frustrating when it seemingly happens every single time, but do your best to work around it. Talking to your friends about it will help a lot, as a start.
