Yes you do need to get the early SVT gauges. The later ones require a lot more work to get them to function with earlier cars. I believe that there were also 3 different versions of the SVT cluster for '98 cars. The E0 having 2 different versions with differences in how the speedo connects to the circuit board, and the E1 version having a different circuit board layout.
The earliest SVT cluster should work in a pre'98 (except cable driven) without any modifications.
