The Underdrive pulley run runs accessories at a slower speed, it doesn't reduce tension or strain. This is much different from removing a pulley. While it's true that having to spin a pulley that should be freely turning takes some power due to the moment of inertia of the pulley itself, I'd be willing to be it is literally fractions of a horsepower. Like baaaaarely any at all.
