Okay, here is the story:

I have been having troubles with the connection at the fuel pump. Then all of a sudden, the car will crank but not start. I can not hear the pump run at all and when I pull the fuel line going into the filter, I will get a trickle of fuel but nothing else. Seems like no pressure at all in the fuel line. I checked the voltage going into the pump and I get about 8 volts with key in "ON" and then up to 10.5 - 12.0 with key in "Start". So I replaced the fuel pump and $250 dollars later I have the same results.

Is there something that I am missing that I should be checking as well?

Okay..

If you NEVER hear the fuel pump prime, upon KOEO, then have you checked your fuel pump fuses, (fuse panel) the fuel pump emergency cut-off switch (driver's foot well, on the left), etc?

98 SVT 2.5L w/92K miles. The wiring would be good since I am getting power at the connector. The only thing I can think of if when the connector is put on the pump then it is faulty.

Not necessarily since you may not be getting the CORRECT power.

First, though, it is necessary to determine if you have a return or returnless system in order to see if the power to the pump is correct or not.

Try to REGROUND the fuel pump and see what happen

(take (-) side and touch it to a bolt or something that is part of the car)
