Local news got involved with Hartford police to investigate street racing in Hartford. Probably the highest amount of street racing in the state done there. Check out the local trash idiots of Hartford. 8000 HP Civics!! woot woot! Man, if I actually ever went to these races, I would probably own every single one of them. I didn't see anything but POS imports in the whole video. Street racing in Hartford

Pfft. They are all morons. They obviously do not keep their locations secret, even from mention on their forums. I don't participate in street racing, but I know where it goes on in my town. Desolate, high rising places. You can't spectate unless you ride with them, and it's impossible for patrols to keep constant supervision due to the nature of where the races are held.
It would be tough to bust them here, but that doesn't mean it's safe to go out and do. It's not worth it.

You either steal it while it's already out of a car being built, about to go back in,etc. or steal the car, take the engine and put it in your car.
