Paypal told me to get the police involved, but if someone jacked my machine (that i've since reformatted and reused the hard drive in my current computer) then all signs are going to point to me. So it looks like i'm gonna have to just close my paypal/ebay accounts, and eat $700. If paypal is telling me it's my fault, i don't think amex is going to help either.
The worst part is i don't know what other info these person(s) have on me. I checked my other credit card and there is no strange activity. I don't know if i should call them and request a new number though.
Of course this all happens AFTER i spend a buttload of money on my car.

Thats the worst advice I've ever heard. The police can and will use everything you say against you. Then you will need to pay an attorney to represent you in court. The Police aren't on your side.

All updates/patches were applied, as well as anti-malware software and antivirus. What more can i do?

Kim, i've already contacted amex, and disputed the charge. IDK what they'll find though. 
I know calling the police isn't going to solve anything. I've already seen friends get screwed out of money from spoof escrow sites. Even though this is completely different, i don't think they'l be able to help...and i'm not going to pay thousands for a lawyer.

I did offer you advice. I told you to stop blaming PayPal and start looking at your own damn system. When YOUR computer magically spends $700, don't blame PayPal.

yeah well it looks like it all started with ebay.
and if i've done everything possible as far as security, within reason then i'd like to know what else you'd like to hear.
paypal says all this activity came from my ip address (i guess they came up with that by comparing it to other times i logged into paypal). When i asked for the address, they told me i'd have to get a subpoena for that information.

EVENTVWR logs might show some activity. (Start, Run, eventvwr) Find out exactly when the purchase took place and search App and Sys logs for activity.

Had someone in Germany hack my Ebay account. Was a big cluster [censored]. I hadn't used Ebay in over a year and the CC I had on file luckily expired. Ebay starts emailing me for payment on seller fees. I'm like WTF?! Finally got it strightened out but it too a loooong time. Still am ranked 95% positive because of the 1 guy he scammed.

same here, i hadn't used ebay in over a year. the card i had on there was expired too.
it's the paypal that i'm getting screwed with. the card on that account is closed now, so is my other card just incase.
I know the date the transaction was made...i don't think paypal lists the time, but i'll check the event viewer when i get home. I'm going to call time warner and see if i can request activity logs for that day as well.
EDIT: regardless, ebay account is now closed. Paypal is soon to follow. I only used it to pay people on here so anyone i buy something from is gonna have to settle from a money order.
