If this is Heated Catalyst, then it is one of the "not applicable" monitors for the Contour.

I haven't had a chance to do the test you told me about, but I did unplug the electrical connector for the main 02 sensor just to see if the car would run better. It had gotten progressively worse until the point where it was bucking on acceleration. It would feel like it had no power, than all of a sudden, the engine would take off.
With the main o2 sensor unplugged, the problems where 80% better.

This is simply an indication by your scanner that the specific OBDII drive cycle tests for these subsystems has not been performed yet. Nothing more, nothing less. These are part of the OBDII READINESS MONITORS suite.
BTW, the EVAP system applies to the Contour. Trust me, I found out the hard way this past winter (P0442 code)....
I'd focus on several things first:
Clean the IAC. It is responsible for dashpot control. That is, it's supposed to allow a continuous amount of air to bypass the closed throttle plate during closed throttle decelleration. If you're getting the stumbling during partial throttle decelleration, it's probably not the IAC.
Uncommanded EGR flow come to mind as a possibility. Disconnect and plug the vacuum line to the EGR valve to see if the control system is at fault (you will likely set an EGR fault code doing this..)
A P0420 code means the cat has failed the oxygen storage test. By itself, it isn't particularly indicative of a flow-restricted cat. Cats with that condition typically exhibit a loss of accelleration. I'd also connect a vacuum guage to the intake manifold and look for low vacuum, a common indicator of a restricted exhaust. Removal of the upstream O2 sensor as mentioned is a quick and dirt (but noisy and dangerous) method of checking for restriction.

Weird. I have had my Actron 9135 show that as "Not Applicable" ever since I bought it 2 years ago (and yesterday when I tested for CEGer 337). And I passed the OBD II smog check (not tailpipe) in May with it saying Not Applicable for EVAP.
On my Contour, it shows "Not Ready" for the I/M monitors which are not ready and "Ready" for the ones that are ready on the Actron 9135. Yes, I know there are codes relating to the fuel lines and gas cap/evaporative emissions for OBD II but hey, who knows; this is a Contour.

Mine's a 98, yours is a 96. Being that was the first year for mandated OBD-II, there are likely more than a few changes in subsequent years.....
Look for the green EVAP service port near the coil. It should be on the line that comes out of the VMV which is mounted to the firewall. If no VMV, no EVAP monitor system.

**UPDATE**
After driving all day with the o2 sensor unplugged, it runs better, but still not 100%.
I took a vacuum measurement, and it reads a stable about 22 Lbs/Sq.in.
-Does this elimate the possibility of a bad cat?

It turned out to be a measley little O2 sensor that had caused all the problems, even with no CEL triggered!
