The problem is that I'm not sure if I should let this become a major relationship.
That's not really your choice to make.
His opinion was asked, however. Tell them your opinion. They don't have to listen to you. If she is jailbait i would def. say no!

I had a feeling this was going to happen. He says shes really "cool" and something else I can't remember, something about dating. He's going to call me later on to tell me the results. I'll try to tell him that he can't date her without sounding like the bad cop.
Thanks for the input, I really just needed a second opininon on the situation.
I don't know if it's just me, but it seems your opposition to your friend dating her might be because you've got the hots for her. Otherwise, it's between him, her, and her parents whether or not this is appropriate.

I do like her but not in that way. I just don't how well this will turn out between everyone, the good and the bad.

Unless your friend is going to be violating the age-of-consent laws by hitting it, I would keep my nose out of it. If you try to butt in and they like each other all you will end up doing is pissing both of them off.
I learned a long time ago that with most guys, it isn't worth losing a friendship over disagreeing with their dating situation.

Sounds to me like that's exactly what he's about to do. That's why I said step in and say something. There's more than likely only one reason why he's hanging out with her......
