Mine only had one shim and it was inside the clutch housing that fits over the shaft if I recall correctly - very small diameter. Kind of hard to see because there was some built up dirt/grit around it.
I used some double sticky tape to attach the shim to the tip of my finger and filed it to about half its orginal thickness using sandpaper. A/C has worked great ever since.
