It's not illegal to make your own muzzle device, so long as it isn't a silencer, in a state where silencers are illegal.
And if it is for an airsoft, how is it a flash hider - there is no flash.
I wanna say it's for a AR copy or maybe a CETME, even though it could be anything seeing as it doens't realy resemble any conventional (AK, AR, FAL, etc.) muzzle device I've seen before.
