Ray, you missed the caliper step (in between the wheel and the rotor).

From 1996 Ford CD
Removal
1. Raise vehicle on hoist.
2. Remove wheel and tire assembly.
3. Remove two bolts retaining front disc brake caliper anchor plate to front wheel knuckle.
4. Remove front disc brake caliper anchor plate and disc brake caliper as an assembly.
5. Support the front disc brake caliper/anchor plate assembly in such a manner as to not stretch the front brake hose.
6. Remove the front disc brake rotor.

Installation
1. Position front disc brake rotor on wheel hub.
2. Install disc brake caliper/front disc brake caliper anchor plate assembly. Tighten mounting bolts to 120 N-m (88 lb-ft).
3. Install wheel and tire assembly. Tighten lug nuts (1012) to 85 N-m (62 lb-ft).
4. Apply brake pedal several times to position caliper piston.
5. Lower vehicle.
