How reputable is the place you're having balance your tires? 3 out of 4 new tires seems very strange, even for the crappiest of tires.
I've see shops that I reckon have monkeys working for them that can't balance tires to save thier life. Could be your problem. Best thing to do is find a good shop and have them tell you what you need to do.
