I think the large rebates are a bigger deception than the 0%. Rather than just lowering the price, they make you pay a $10 or so more sales tax on the higher list price. Then they bank on the percent which will not turn in the forms or do something to invalidate the rebate.

It is up to the individual to use the credit responsibly.
