I have a strange problem with the headlights on my Zetec.

First of all,I have Cool Blue 'highs in lows' and stock high beams/DRLs. When I switch on my low beams,everything is fine,but when I turn on the high beams,they flicker with what looks like every rotation of the belt. However,what makes this problem even more strange,is that when I turn on my blower motor,the problem stops and the high beams stop flickering.

I have a brand new battery,and I am guessing it could possibly just be a bad ground,a loose belt or something totally different. Any ideas?
