low compression in a motorcycle engine usually means...???

I'd guess the same as any other internal combustion engine:
Faulty/blown head gasket or bad piston rings or stuck valve.

4 stroke, 4 cylinder Kawasaki KZ550
very cheap, looks good, but "runs rough and has low compression" spare engine included for parts. clean title.
is it worth a shot?

I had a 1981 KZ550 and put 48,000 on it and it never needed even a valve adjustment. I'd buy it.
