If I remember properly from my speeding days, if you plead innocent at the initial court appearance (regardless if the cop shows up or not) then they'll schedule a new trial for you to argue your case. THAT is the one that you hope the cop doesn't show up for. The initial court appearance is to try and get as many guilties in as they can. There's no time then for hearing a full case. At least, that's the way it was in Wyoming. Could be different for you.
