That's because it's been proven that seatbelts will do MORE harm in a serious accident where the bus would actually flip. It's not likely that a bus flips, but if it does, they don't want the kids trapped upside-down in the seatbelt.

I'm a happy fan of the Steelers. Hmm... No helmet, no motorcycle endorsement. I dunno if the accident was his fault or not, but there's no way he should be allowed to breed (or ride)!
