I'm not really familiar with the returnLESS system so I have refrained from helping. However, if you suspect a fuel issue then it isn't too hard to pull up the rear seat, knock off the retaining ring on the fuel pump/sender assembly and lift it out of the tank. YOu can then inspect the sock at the bottom for restriction. If the pump is otherwise operating correctly but low pressure, and you changed the fuel filter, then that is what I'd look at. If while you are there you don't like it you can do the easy mod of popping in the FocusSVT pump.
Easy.

If you are worried about the voltages you should be able to get a printout now from someone with the PRPack for the fuel pump tables. Then correlate that with voltage at load and start testing. To me that would be the more difficult route then just slapping in a new pump or at least checking the old one out.
