It all depends on the track. Check out the 997 Carrera S and the Aston Martin V8 Vantage times. Every powerful car there is pretty traction limited.
The Z06 will not do in the 3 second range unless you're on a pretty ideal surface. Cars like the Caterham (with ultra-sticky tires) and Gallardo (with AWD) have better than expected times in relation because of this.
True. But what good is measuring capabilities unless you do it on a good surface?
It's a car to car test, so it gives you a backdrop for comparison.
BTW, Motor Trend, April 2006 tested the Z06 and got 0-60 in 4.0 seconds. Not too far off this number. Those cr@ppy run-flat tires the Z06 are just horrid on many surfaces.
