If I read the post correctly this is a newly installed opt. throttle body, so it should not be dirty.
Your probably right. Somehow I thought he was talking about a new intake.
Now I'm beginning to think it may be a throttle cable problem. Not hooked up right or somehow not allowing the throttle to fully close. The IAC should be checked too, as others have posted.
