A dirty throttle body can cause the throttle plate to bind as you are describing. Pull the air intake tube away from the throttle body and take a look. If it's dirty, clean it. If you havn't cleaned it in the last 15,000 miles or so, clean it anyway.
If I read the post correctly this is a newly installed opt. throttle body, so it should not be dirty.
