You should start by cleaning the connector first just in case some dirt got in or it is rusted inside.
Assuming it is a ground fault,
Unplug the RH low beam bulb connector. Unwrap the wiring "external wrap". You should see a wire which is Black (BK) Circuit 31. You need to test it. If you don't want to or don't know how to, just splice another wire to this end and ground it.
If it was a ground fault, then, the headlamp should be (or close to) as bright as the other side.
