My passenger's headlamp are weaker then driver side headlamp, and I have check everything that need to be check, still can't find any problem on it. Dealer told me it is the ground wire going toward to the passanger headlamp. However, teamfordparts told me it was the headlamp switch that is weak or something. I have check all the fuse and everything, but it is good. Please, anyone tell me what's the problem I have. If you know, please do email me for this problem at dlchien@yahoo.com.Thanks David

Did you try putting in a new bulb? Sometimes, halogen bulbs do lose their luminance after a few years.
If it is a ground wire problem, that should be a easy fix. Test by putting in a new ground wire and see if it improves.
Edit. From 1996 Ford CD manual.
PINPOINT TEST AD: RH LOW BEAM HEADLAMP INOPERATIVE
AD3 CHECK GROUND AT RH LOW BEAM BULB
Remove RH low beam bulb.
Using an ohmmeter measure resistance to ground in Circuit 31 (BK) from RH low beam bulb socket.
Is resistance less than 5 ohms?
Yes
REPLACE RH low beam headlamp bulb. RESTORE vehicle. RETEST system.
No
SERVICE Circuit 31 (BK) for open. RESTORE vehicle. RETEST system.

Yes, check the ground wire for the passenger side headlamp.

You should start by cleaning the connector first just in case some dirt got in or it is rusted inside.
Assuming it is a ground fault,
Unplug the RH low beam bulb connector. Unwrap the wiring "external wrap". You should see a wire which is Black (BK) Circuit 31. You need to test it. If you don't want to or don't know how to, just splice another wire to this end and ground it.
If it was a ground fault, then, the headlamp should be (or close to) as bright as the other side.
