Do a quick search on google for ACLU library filter and maybe you will understand why librarys do not filter all internet access.
The library where I used to work filtered access in the childrens area but in the adult section it was unfiltered and there were no restrictions on who could use the computers in that section except you had to have a library card and sign in to use them.
